I later found a 1966 booklets by John Welch, BBC Radio for Schools. Not sure if this is the same. There are obviously several courses with the same name. Crown Video also has an 80s course, different languages, 1985. Penton Overseas, Inc a 1993 VHS course. 

1967 can't have VHS but claimed on Roger Shuy's official site. Maybe it's 1976 like "American Dialects"? American Roger W. Shuy worked for Oxford University Press and others.

Another VHS is "Language in Education" Educational Television 1978.
