Plot (short): A Dutch course. I found in a TV magazine (MO 31.12.1990) You 're welcome, voorlichtingsprogramma voor deze cursus Engels voor beginners. (NL3 19.50h). Host Pieter Sleeboom. Started 1.Nov 1988. Re-broadcasted 1994. Maybe just studio scenes? There are grown-ups shown. Maybe the course is for adults?
I first thought that the course is just called "Engels voor beginners" but it's "You 're welcome". Pics on tvenradiodb.nl. I haven't found much other info.
Pic is from a book Engels voor beginners but 1993 Spanish version (same cover image, same Belgian publisher Deltas). 3 books by Aagje Dupré. 1989 Book series Taal leren voor beginners. Also other language courses. There were audio cassettes. I haven't found videos or pics of VHS. This is probably a different course.
